Im on Ps4 in europe and its working for me the dlc was already available around midnight thats now +-13h ago.

ps: the wheel (front or back) pass trough object and the bike get stuck very to often.

I hate every time that I have to do this, but if you are getting download issues from Xbox or PS, then you'll likely need to contact their support teams.

I'm sorry I can't be of any real help in this case.
