It seems like it's way down deep underground but there don't seem to be any caves around. Also, how do you get into steel doors? I read that they are Longinus missions, but I don't see any Longinus missions available. Thanks!
Head east to the river. There's a grapple point on a cliff over the river and directly below that is a tunnel entrance to the cave with the chest in it.
