Loosing performance when using 75hz instead of 60hz

Is it normal that when I switch to 75hz (my TV native max supported hz) I lose 15 to 18 FPS compared to 60hz?
The FPS are locked to 38 FPS when switching to 75hz
    Using HDMI.
Btw on other games I don't have this ''bug'', switching to 75hz won't lock the FPS to low ones

HDMI cable can only carry transfer up to 60 hz and up to 4k resolution
I have 200 hz Samsung 3DTV and can only get max 60 hz while playing games in 1080p , no setting to get bigger frequency in Nvidia panel or game settings
If you want to get bigger frequency, you need use monitor with display port.

Ok I will teach you a new trick to get higher Hz with your TV, and this work best with active 3D TVs:
    -Go to Nvidia control panel
DISABLE DSR FACTORS if you have them enabled, don't worry they will come back automatically later
    -Go to Change Resolution
    -Customize
-You will see the unlocked max Frequency your TV can reach
    -Choose them all
    -Apply
-You can close Nvidia Control Panel.
-Go to windows desktop and right click anywhere empty
    -Screen Resolution
    -Advanced Settings
    -Monitor
There you can choose and apply the new Hz
    Voila!
My max Hz my Samsung 40F6400 can get is 75Hz, some people reported to have 80,100,120hz with that trick on other screens.
    HDMI is supporting this frequency
Vsync is locked to 75 FPS as it's now the new max TV frequency, meaning the PC to TV is 100% @ 75Hz

Tried tons of games with 75hz and none decrease the FPS but FC4, it looks like it's software gaped by Ubisoft to 38FPS.
    Please Ubi do something

Disable V-Sync. If your GPU cannot handle 75 FPS, it will be halved to 37,5 FPS.

Why would it go up to 58FPS with 60Hz and only 38FPS with 75Hz?
The TV higher refresh rate is not asking more GPU processing, all other PC games have the exact same FPS count in 60 and 75Hz, only FC4 locks to 38 with 75Hz like if it wasn't supported but it's there in the menu of the game (because supported by my TV)

Did you have V-Sync enabled when you played @ 60 Hz?

Even if your GPU can run the game @ 60 FPS, it may not be able to run it @ 75 FPS. And thus the very nature of V-Sync halves the FPS.

At least try if disabling V-Sync helps. If not, then I apologize for my wrong advice.

Edit: If there is a setting for enabling triple buffering in FC4 or drivers, try that. It might help.

    Thanks!
The Triple buffer trick worked, now I can reach 59FPS and 75Hz
