It shows "0/0 full" ammo in consumables list when visit a shop, I can't buy or pick up any. And when i switch to phantom blade, it won't let me switch back and shows a question mark instead of the mortar icon.
However at least i can switch back to other weapons and re-equip it, it'll let me fire one shot. Heard that lots of people can't unlock or equip the gun, that's even worse...

Is there a fix for this?

I get the same problem, I think i know why it happened however.
I accidentally deleted Assassins Creed Unity off my PS4 so when i reinstalled i got everything back, except for the Dead Kings DLC so what I had to do was uninstall the DLC then reinstall it to get it working again its all working except I can't get Mortar Ammo!!?
Ubisoft PLEASE fix this bug, It's Really "bugging me"

Well i'm very excited that they released patch 5, and still, no ammo. But at least ubi made the app contents available.

I have just downloaded the new patch but still cant find or buy any mortar ammo. Its just anoying. Its seems we have to wait an other 2 month for next patch, but at least we can re-equip or weapons. Awasome...

Same problem here, i have delete and instal the game 3 times(with updates and dlc), but still the same. I have the retail version off the game.
