lower fps than everyone else with my specs (FX 8350 and GTX 970) 31-50 avg: 42

I see that I get less fps than everyone else with the exact same Specs:

    FX 8350 4.0ghz
Galax gtx 970 EXOC (have the latest driver)
    default cooler
    8 gb ram
    windows 7 home premium 64bit
    version 1.0.0

Normally I should get like 70 fps with ultra, but I just get average 42 which is really weird when I see other threads with the same specs and they are getting far more.

I also get this on fifa 15 demo (avg 166 while someone else gets with a 5 months older cpu and gtx 760 20 more fps than me, also ultra and msaa 4x)

EDIT: Tested again and the fifa 15 demo is now 210 average (but sometimes it just drops from 210 to 150 and it's like it freezes for 0,5 second) , but shouldn't this be higher?

my pc is only 3 days old.

    GPU usage 30% on ultra

but still other people with also a fx 8350 get much higher framerate, so idk if it's a cpu/gpu problem

after some settings, my GPU usage was 99% and it ran average 46 with max 51

Does this mean my CPU is just too weak?

It was most likely the 1.0 version I had, after a new patch it ran smoothly for most of the time. Still get stutters but I have stutters with every game, I tried everything I read on google to solve it, but nothing helped.

Ah, OK, thanks for the answer.

I think it's more related to your hard drive speed, Page File size and its location.

For example, my game is installed on relatively fast SSD (Vertex 3 240 GB), I increased my PF to 3 GB and allocated it entirely on a RAM disk of the same size (my total RAM is 12 GB). And I notice stuttering at VERY rare and short occasions... But on the other hand I could be less sensitive to it than you are...

Ah, and I have 780 Ti OC, so maybe different GPU architecture also has something to do with stuttering...

    my HDD is 7200 rpm

all of my components have perfects temperatures and I can't think about anything that could cause this. It's so weird. Above 60 fps the smoothness is perfect, but then it gets under 60 (like 50 framerate) and it feels like 20. I tried everything, like from the Nvidia panel to the settings in fc4 gamer profile changing 0 to 1, but nothing helps. I also have it with fifa 15. framerate is like 190-220 en sometimes it just randomly drops to 150-160 and you see like it freezes for 0,5 second. it's also with the sims 3. It's so weird, but I can't imagine 1 thing that could cause this.

Also used HD Tune pro and all blocks are green (at the "error scan section" but when I click on the Speed map after the scan, it show blocks from Green to orange and red, but I don't know whats that speed map thing. The normal error scan only has green blocks.

You can't compare the speed of fastest HDD to SSD - it's incomparable... And RAM is way faster than SSD...
But again, the reason could be different...
