Thing is that even your configuration is known to have the exact same issues that causes stuttering. In this case it's the streaming issues that even on low settings still exist.
A rather crippling and unbearable problem with the game engine. It's less bad on lower settings, but even on for example medium it's too frequent for the game to be enjoyable.

You have no obligation to post a video. Unfortunately, you had no obligation to post your hearsay in this thread either, but you chose to do so. It is enough of a challenge to get Ubisoft to even acknowledge game-breaking performance flaws in their titles that we pay for, and "observations" like yours reduce the infinitesimal probability that Ubisoft developers will do their jobs, having already received payment for an incomplete product.
The stuttering is there on inferior systems to yours, and it is there on superior systems. This is because it is inefficiency in texture streaming that causes the frametime delay, and consequently the stutter; it doesn't matter if you have a pool(SLI Titans) or a bucket(a GTX770), if the game fills them with an eyedropper.
Instead of posting unsubstantiated claims, look through the threads filled with incontrovertible evidence of the stuttering. Look at the frame-time graphs where a clockwork like spike in frametime continually occurs.
Lastly, if you must convey an inane user experience, phrase your observation along the lines of, "I don't notice the problem. man am I lucky I am not observant enough to have my experience ruined", NOT "I don't have the problem.", because you do if you have the game.

I've posted this a bunch but my Ubi service rep said they have a patch coming (no ETA) that fixes the stuttering and 16:10 support. The issue exists and has been acknowledged. No telling if they will fix it BUT based on the feedback I've gotten from my service rep, they have fixed it and will release the patch "very soon they hope." He has been specific with me that the fix is for SLI since that's what my rig specs are so I can't say 100% if this applies to single GPU configs but I can only assume it will.

I get stuttering BAD no matter what setting I use or whether I use a single GTX980 or both of mine in SLI (rig below). I refuse to the play the game because it's unplayable! So we'll just have to sit tight and keep rippin up the forums until they fix it. If you have not submitted a service request DO IT NOW!!!! The peeps that read the forums are NOT going to submit them for you and your specific rig. The only way to get that info to the Devs is through their service team. The forum moderators will only report general info and since a lot of people have given up waiting for the fixes, we need everyone that still has these issues to submit a request so they don't think it's resolved itself.

    My Rig:
    GTX980SLI
    i7 4790k
    8gb
    1600p

Fine, then I don't believe you, and neither should anyone else. Simple really.

I'm sorry your experience is bad but mine is not & I resent you use of the word 'inane' I'm not some spotty faced kid with bragging rights, I'm 69 years old & been playing with computers since they were first invented decades ago so I repeat again - I have no stuttering & the game runs at 85-110 FPS on ultra settings so apart from inviting you round to my house to play on my machine I can't prove it. Send me a PM of how to make a high res video without paying for it, as Fraps only allows 30 seconds for free
I've seen lots of users on varius forums with no stuttering problems so your talking rubbish if you think I'm the only one.

It's highly unlikely that you don't have any stuttering at all. Like I wrote in the original post of this thread even if you manage to keep a stable 60+fps the AI driven vehicles stutter like mad only because you go beyond 60fps. Lock it at 60 and that issue is mostly solved. Although having to lock the framerate to get rid of that issue is not really a solution. Worth noting is that it doesn't completely solve it. If you drop below 60fps it stutters like hell in general which it shouldn't. Lastly. The stuttering that occurs because of the streaming issues is a flaw in the engine. That can't be bypassed by brute force.Even if you have 85-100fps constantly it will stutter when driving around sooner or later. It's also quite a serious stutter since it almost completely freezes the screen for a little while. A fraction of a second perhaps, but still a fraction of a second too much. It really hinders the gameplay and if noting else it gives me a headache seeing as how it's constantly occurring. It's not because of a VRAM issue on the GTX 970 either (that's what I have) since it happens even under 3GB VRAM usage.

When people write that they don't have any issues with stuttering it's because they aren't bothered by it, but it's still a widespread and game related issue. Far Cry 3 had stuttering issues like this game too in the beginning. Took a long time to get it fixed.

MSI afterburner has a video capture feature that barely impacts your resources. Let's you capture video up to at least 100fps.
Nvidia's Shadowplay is another tool you can use if you feel like recording a video. Both are free.

Yeah you can get almost stutter free play with reducing texture resolution to medium or using settings in xml file which basically does the same thing. It is a problem with the damned game engine, not people's computers.

I'm 42yrs old and been screwing around with building and OC'ing PCs and computer gaming since pong/ Atari/ Commodore 64, etc. It doesn't mean my FC4 game code is magically fixed. It is not. Check all your settings.

-Oh.. and if you can't make a simple vid, I guess you aren't THAT computer savvy either. Don't even get me started on this "issue"...

This might help with stuttering/freezing issues:

    Go to Bios Settings:

    1. Disable High Precision Timer.
    2. Disable Intel Speed step (if you have intel CPU)
    3. Disable C1-state.

The first step is very important since games have a game timer to calculate time between rendered frames, this may cause errors in timing calculations if enabled.

I've now made a couple of videos using MSI afterburner, one driving fast & another in the buzzer. I need to edit them as they are around 1Gb, I tried a short test on Youtube & the quality was terrible.Where can I upload it where it will run in original quality? I have 50Mb download but only 2Mb upload speed

In the meantime can you post a video of yourself driving so I can see how bad your stuttering actually is ?

Here is one of the videos I just put on Youtube, it's not edited so my loading the game is included. Everything is on ultra settings but the quality is unfortunately reduced by Youtube. if you can see stuttering then i give up
