So on my second play through I followed Amita, killed Sabal and Pagan. After Pagan, the credits rolled, and I went back to the game to see what else I could do. Have been wandering around collecting propaganda posters trying to get them all. This time I replaced the bow with the flamethrower as it's the only way I have found to collect/destroy the posters that are out of reach. I was not willing to sacrifice a holster for the flamethrower during the game, but now it doesn't matter.
After finding out my map was missing three poster icons, I started visiting all the outposts and villages to see if there were any on the walls that were not marked on the map. This morning I went to Tirtha, and upon exiting the safe house a cut scene began I had not seen. It was Amita calling out all the residents demanding that they fight, old and young alike, and threatening to kill them if they refused. Now there was no A on my map indicating Amita would be there. Since I killed Pagan and watched the credits, the only large letter left was the Y for Yogi, as I had decided to skip their last two missions, so this was a surprise. Ajay puts up some kind of weak, "Amita, what are you doing" argument, the scene ends with no one being shot, and Amita walks out of the village with two of her guards in tow, with my gun pointed at her back as if I was supposed to decide whether to shoot her or not. I decide to follow her but they only go a short distance and she stops at a small shrine and begins to pray while her guards talk about Sabal in a manner in which they are not aware he is dead. I wait and wait, but she continues to pray at the shrine.
I go to the safe house, save the game, quit and reload. The cut scene does not replay, and she is still out at the shrine praying, which I assume she will now do forever. So I put her out of her misery, and kill the guards when they start firing at me. All in all, pretty odd.

Of course. But you know, even with two play throughs, I so seldom found a use for either fire or exploding arrows that I forgot they were there. Whenever I used a bow it was almost always for stealth reasons. Perhaps I should do a third play through just to see how I can make inventive use of those two arrows :-)
This is the intentional final ending scene you get for your decision on who to side with. There is a different, but equally unpleasant scene with Sabal should you choose him.
For the record I also chose Amita in my first playthorugh and the implication that she did something to that little girl completely set me off. I proceeded to unload every single piece (literally) of ammunition into her corpse and then sent it tumbling down a nearby mountainside. Why Ajay is such a complete pansy in these cutscenes is beyond me. At least a video game managed to invoke an actual emotional response out of me (which is a bit unnerving since what does that say about me to become that invested in fictional characters?)

Not a bug. Almost certain it was an intentional design decision (based on what I've read and the fact that the encounter library files have been changed to include enemies in liberated regions). One of the big complaints levied against Far Cry 3 was that once you cleared all the outposts there were no more enemies to defeat.
make sure after you kill everyone if you have not found Paul De Pleur yes go kill him too back where you started your game
as well as amita and sabal depending on whom you chose
you wont get any special cut scene .. just the satisfaction of killing everyone![]()
then reset outposts via the in game menu and try to take em all differently ..its kinda fun with the updated skill tree and weapons you have available as you can then try different tactics
