I think he's referring to the subtle pixelation of the white boxes on the pallet with view distance changes.
It's a common quirk of the Dunia engine, and/or their lack of expertise dialing in the LOD balancing.
It's been mentioned often as a distraction and inconsistency with the quality of graphics.
Some said the LOD got noticeably more aggressive with the streaming improvements of 1.5 to address the stutter, but mainly on distant objects.

Pixealtion Starts When Moving Away
Easier to see of course in a video because the pixealtion spots appear to be moving. Didn't have time to highlight the spots in Paint. Just look at the bottom edge of some of the boxes.
It´s normal , well , at least thats what ubisoft call normal . I bougth fc4 the day it was released and dident had those problems . At some patch , i think 1.4.0. they added this to improve performance . You know , the same thing like they always do , releasing games with graphics to hold their promisses from the preview trailers and then downgrading ..... like fc3 , watch dogs , acu ...... usual ubisoft buisness .
