Yes, latest Nvidia drivers(WD Legion Game Ready) and newest Win 10 October Update.
Same thing here at 1440p, regardless of settings, the game caps out at 60-65% GPU usage, CPU is also hovers around 60-80%.
The game clearly suffers from underutilization.
