Actually the frame hasn't ended just yet. Many classes have something like that on many moves, conq on his shield bash, or war on headbutt, works the same.

To be honest the only thing that comes to my mind in both of these problems is your connection.
Peacekeepers attacks are very quick thus higher ping will make them very hard to block in time.
To be honest I'm having less and less of a problem fighting assasin classes the more i play Nobushi.
Everything you need to beat them is there really, it's just stuff i rarely use against any other...

Not sure if that's any consolation but Ubisoft has shown they do not prioritize anything people write on this forum. We'd have servers by now if they did ;)

While I'm not going to argue with turtle being the meta way to play currently in a 1v1 situation I've rarely met someone turtlling and ignoring easy to parry attacks, try to faint heavy top, parry...
First thing to do is not to charge at them, and block their gap closer (top heavy for PK/zerg, left for orochi i belive) and dodge back (you have a combo for dodging back when you block something)....
As the guy above said, faint a heavy and prep to block/parry and punish. When playing nobushi half of the other classes needs to be kept at range while half needs to be fought defensively.
