I just tested that now, and it works fine if I unplug the DS4 controller. I tested using my keyboard only, and then the framerate is normal.
So there seems to be an issue with having a DS4...
I disabled it but my fps is still very low.
I also updated to the latest Nvidia drivers but still very low fps.

I'm having the exact same problem as you when my Fanatec Clubsport Pedals V3 are connected to a USB-port on my computer. When I disconnected that everything was fine.
So I would try disconnecting...

What I meant to say above is that I'm using a DS4 with DS4Windows, but shutting it down didn't fix my low fps.
I'm using that too, but turning it off didn't fix the low fps issue.
I'm getting about 50 fps with a 1080Ti. So something is clearly wrong.
