Maybe that is the case after i figured out what was causing the drop. It was the uplay notification yellow thingy, it also caused my GPU to go from 70% to 97% no clue why this causes my gpu to not...
I can confirm that for myself i had a little yellow flashing notification on my profile in uplay clicked to get rid of it and gained 15-20 fps instantly.
Ok so after messing around and alt tabbing in and out it went from 29 fps to 60fps. Only thing i changed was go into borderless mode and back into fullscreen, no clue what changed but its now at 4k...
