I noticed this issue last night after depleting a vast amount of materials then filling it up rather quickly on the next run through the tunnels.
I have ended up with 10 for normal movement and 5 for ads ... 30/30 was just super sensitive for me.

I believe you do need to complete the campaign to unlock the specialisations ... I read it on here somewhere yesterday as I too have hit level 30 and was curious as to why I could not find anywhere...
Well this is rather annoying, just finished cooking, cleaning and getting kids ready for bed ... now time for dad to have a little play ... alas, it looks like I will be playing something else...
I believe if you have hit level 30 and not completed the entire campaign you can not choose a specialization, you MUST complete the story to enable the choice ... I hit 30 last night and could not...
I have succumbed to this situation myself a few times now, with 3 boys under 13 real life can often get in the way of gaming time ... I mostly try and play after they are all in bed at night but alas...
I normally play with 3 of my sons grouped around me constantly bombarding me with questions about the game so I tend to miss a fair bit of the narration lol ... thanks for the heads up guys :-)
