That's the rogue system being broken, not shotguns per se. You can rogue up way too fast with far too few penalties for doing so in the Division 2, and there are plenty of other weapons most of those...
There's been way better in terms of entertaining free-roaming gameplay, in my opinion.

I have never had one drop *ever* in what is easily hundreds of hours playing this. Maybe you need to stop taking "everyone having them" for granted there.
There is no build diversity with the raid (or most of the game for that matter), it's weapon DPS or bust.
...and Division 2's drops are among the crappiest in any game I've ever played. So...
There aren't enough penalties for folks who go rogue from the *entire* Division in order to kill their fellow agents.
So no hard feelings either, but the developers need to penalise them something...
