I didn't read the full post, but just by reading the title I agree. It was strange and felt lazy when I first unlocked them even before the patch -"wait, what. I spend a point to unlock a mod item?"
Could this also be the core issue with the game being hard? If say every 3rd bullet does not count thus making the enemies seem like they can take more damage.
Yeah, with the ability to swap the talent a reroll only stats, 1 peice has a better chance to support maybe 2-3 builds instead of one, because they may share stats but you want a different talent on...
Agreed, should be 0.5% armor regen per bullet hit and random bullet effect every 10th bullet or so.
E.g as long as you hit targets like you should, you can also survive.
