I don't know about the rest of what you're asking but, I remember something about being able to switch tuning kits anywhere. I'm not sure if that's true or not though.
It's a retail game so, as Rockstar said, it's most likely to use the standard system of just paying for the disk/download and any DLC you want.

Well, your EA question answers itself, it's EA. Considering this team's history with driving games, I doubt they would leave something like this out.
What games are you talking about? Sim or not every driving game I've played had the option to choose transmission type.
There isn't an exact date yet, Just early next year.
Shadowrun did but that was between the PC and 360, not PS3. I don't think I've ever heard of any others that were cross platform. I wish we did have features like this, they would be great for games...
