Yeah probably that kind of gear buff would be, otherwise I don't know how they will balance gears in PvP. Or we are going to end up in PvP looking all the same.

It's only confirms heads is one shot kill, unless ain't any aromore to break first. And for example Heavy enemy archetypes are in case you have to dmg first the helm in order to take down with one...
