Amita is a Hottie so I will be going with her...
Sabal is much more sympathetic, in my opinion ^^

After my character got to know both Sabal & Amita, I kept wishing the two of them would just compromise and work together, since both had valid and useful ideas on how to bring Kyrat back to its status as a prosperous country. Unfortunately, neither of them would bend, even a little, let alone compromise with one another. Therefore, I decided that both had become dangerous zealots in their own right and at the end I did away with both. Too bad Ubisoft didn't provide an end-game video that provided closure for that possible scenario. I would've loved to have seen what kind of leader Ahjay Ghale became.
I was inclined to back Sabal up to the point of the decision whether to invade or destroy their island temple, then Amita. That way you don't turn Kyratis into drug dealers, you keep the females from being forced into young marriages they're assigned to, and you still get some wealth from the spoils of the temple. It's a win win, and you can even choose not to kill Sabal, whom is mostly a decent guy except for his clinging to outdated traditions.
Sabal is a lot easier to listen to. Amita comes off as an entitled drug dealing biatch. I also find it odd that despite her intimidating dialog, you never see her fight. And her arms look like toothpicks, not exactly a strong looking warrior type woman. Sabal seems to care far more about Kyratis. Not just those that fight for him, but the whole country. Amita acts like she couldn't care less what they think or how many of them die. She even whines that they're all against her.
