I'm going for 100% completion. The thing is, I only see 15/18 vehicles and I'm at about 90% completed. Does anyone know all 18 vehicles in the game?

Check " IGN " Farcry 4 walkthrough.... They have a list of all vehicles.
The vehicles I think most people are likely to miss are the trucks you ride on during the escort missions, the minivans you see people driving around in, the rigid-inflatable hull boats with the machine guns on them, and the basic wood boats with the outboard motors.
1. The escort trucks are drivable but don't spawn often, so this makes them easily missed.
2. The minivans only spawn as traffic vehicles occupied and driven by NPCs, I find most players are more likely to take a parked vehicle rather then chasing down and commandeering one given how frequent stationary vehicles appear or spawn in the game.
3. Like the minivans, RIHBs don't spawn often parked and are usually with either friendly or hostile NPCs driving them, and it is much harder to swim and chase down a moving boat. As such, I think most players are more likely to take the more numerous hovercraft and jet skis that spawn unoccupied.
4. The wood boats look so crappy (junk) I find myself and other players initially mistake them for scenery, oh the surprise when one finds out they are actual usable vehicles rather than parts of the background environment.
I'm not sure if it would count, but the large gun boats from FC3 appear in the game although I think only in one mission and you can't actually drive it as it appears in a section where an NPC pilots it around while you man the machine gun. I could be wrong and they may actually appear in free roam or outside of a mission, but personally I have not seen them any where else but that particular mission.
the snow mobile I think counts as one, as far as I know you can only drive one early in the game but they don't spawn in free roam.
Thanks for the info. After finishing all the races in Kyrat (both regular & survival modes) I got 2 more vehicles. I'm pretty sure one of them was the hovercraft (not sure about the other). Then I commandeered a car that the Golden Path was driving near an outpost. It was the first time I did that (kind of like Grand Theft Auto but a more polite way of taking a car). The car had a name of Stryus written on it. That seemed to be the last one because I now have 18/18 vehicles.

I thought that would have counted, found it earlier and didn't remember seeing it on the first play through - I also only found 15 so nice to know that you got all 18 in the end, I am sure there are some snow mobiles on a mission where you go see the guy who uses the letter L
Open up the map editor, and place all vehicles. You'll see vehicles with different skins, but you'll see all available vehicles. You can easily recognize which one you drove, and find out which one you did not. I noticed that I have 17/18, and there's a lot of different variations of the same vehicle, especially Cargo Trucks, Patrol Boats, RHIB, Scavengers, and Technicals. I have a feeling that both Cargo Truck and Cargo Truck Civilian are the same vehicles, Civilian being the one as part of the Armed Escort side quests. Elephants should be considered as a vehicle, I believe.

To answer this question, it was necessary to go to the Progress page to see whether the Vehicle total improved after jumping on a new ride. As an aside, all you have to do to get credit is to jump on a vehicle, let it start, then exit......no driving is required.
As you exit the fortress in the opening scene, you have to run to a small truck, jump in, and be driven to safety....until you crash! That vehicle is #1...a small un-armed truck.
So, here is the list of Vehicles that improved the total on the Progress page....they are organized by type.
#1: Small Un-armed Truck.....#2: Small Armed Truck, with machine gun mounted in the back.....#3: Large Cargo Truck.....#4:"Quad" four-wheeler.....#5: Buggy, the sporty-looking, fast, off-road, open-cockpit vehicle.....#6: TukTuk.....#7: Microbus (or, if you prefer, Minivan).....#8: Hatchback Car.....#9: Sedan Car.....#10: "Buzzer" gyrocopter.....#11: Glider.....#12: Wingsuit.....#13: Small Boat.....#14: Hovercraft.....#15: The RHIB, a rigid-hull inflatable boat.....#16: Jet-Ski.....#17: Snowmobile.....#18: Patrol Boat.
There are other rides, however they do not add to the Progress page total.........the Elephant......the Parachute.
I am not aware of any spot in the game that keeps track of what you have driven or rode in. So, unfortunately, you have to keep track of your own accomplishments.
