Questioning Complexity

I am nearing the completion of my skill game and at the time my complexity was around 5:6ths full. The last part of the game takes place elsewhere, so i found a suitable location and set about laying down many terrain mods, oddly after about 1hr i noticed the complexity bar had dropped and was only 2:3rds full!
so i was wondering if the complexity is also tied to the editor frame rate too as when im close to the body of my level the editor is running on average 35fps (60 when testing) and when i tested my level and drop back to the editor the complexity bar shot back up to 6:7ths full, again when i started back to shaping the new area i noticed it dropped again.
i now have no faith or understanding in the complexity meter any more, even some objects make no sense when you look at what it says the complexity is, take the medium fonts (the ones that glow) they have less complexity than the small and larger simpler fonts!! other objects also make less sense, i really want to know how you guys at RL come up with your figures.
also the tail fire effect (as well as some others) increase the amount of emitted particles over time, i have four in operation and its going from a ~2000 to up over ~9000 over the space of several minutes, the value climbs then holds then 20-30seconds later it climbs and holds, it keeps going until it is up around 9000 particles, is this a bug that needs reporting or is it just misinformation from the statistics info?
