Who chooses the winners and how will they be chosen?
I believe it is chosen by people at redlynx.
Apart from playability, general quality and care taken in creating the track, I'd hazard a guess to say general appeal to players will come into play. They're running this competition to get as many tracks in the exchange as possible, and Ninja difficulty tracks are alienating to all but a few players.
