Surely these things are insignificant, its not a real person on the bike, its just a collection of weightless polygons. It would be just like making the rider invisible and building a new rider with a basketball head (which is currently possible).
My point being that as long as the rider skeleton model remains set the same, theoretically you could put a polar bear on the bike without any problems.

They probably didnt think it was worth the extra work involved. They weighed the pros and cons. Extra time took vs. how many people would really appreciate it. There is a lot more work involved than you may think. Extra female styled gear, hair physics (if she tucks it in her helmet, whats the point?). Just my guess at least.
Somebody should just add 2 bouncing basketball boobs to the rider, problem solved.
