I noticed (yesterday) no enemies appear on the street. They are shooting at me but I don't see anyone. When I will run to some cover, they appears in few seconds. There is any solution how to fix it?

The only solution to this problem is walk slowly, make sure you are at the same pace as the server. Not sure what they are doing at UbiSoft but over the last couple of months the game is getting worse and worse performance wise. The problem is on server side and you simply don't get the updates quickly enough to be in sync with your server location and client game play. I have seen this many time before and also been teleported around several times during last two weeks. Try and convince UbiSoft to step up and massively improve their GaaS model.
I cannot go slowly because they kill you immediately. They are shooting but I do not see them. I am in Europe and I use EU server. Speed internet connection - 1 Gb/s

Is this happening everywhere or in one specific spot? Could you please try verifying your files and testing again?
The problem with invisible NPCs mostly happens when you run from one place to the other, at least it was like that in the past. For me in View Point Museum after first section and you go down the game always had issues with loading, no exceptions. Somewhere it triggers loading of the whole building' interior and that always took a long time, some days it's faster then on others. At the moment you can see this happen anywhere, you turn around a corner, engage with NPCs, more spawn in, and you find yourself stuck, or barely move. The game (very) slowly updates the environment or worst case it freezes for up to 20 seconds. These issues never happened before, or sporadically , and have been playing for about two years now.
I am convinced that verifying files doesn't have any effect and also never finds issues. Reason for this is that I've played in Kenly yesterday for many hours (collectables on alt0chars) without any problems. Then later that day I went back for last ones and had loading issues in some places. I presume this can only be caused by the amount of concurrent players that are active, and it increases when the day progresses (CET).
