I’ll try and keep this OVERALL strength and not just 1v1 or team fights. I also play on console so there’s that, completely different than PC so take it with a grain of salt.
S: Conqueror, Lawbringer, Warmonger, Kensei, Shugoki, Taindi, Jiang Jun
A: Warden, Centurion, Gladiator, Berserker, Warlord, Valkyrie, Shaman, Highlander, Orochi, Nobushi, Hitokiri, Nuxia, Shaolin
B: Raider, Jormander, Aramusha, Shinobi
C: Peacekeeper, Zhanhu
Now, this probably looks ridiculous to PC players, maybe even some console players, IDK. This is my personal list though and by no means reflects who’s actually the strongest. For CONSOLE though, it really comes down to a few things which make a character really powerful:
-how fast can you throw out attacks? (400 is very strong, 500 is good, slower is not. Chain length also taken into consideration here)
-how safely can the above reasonably be done?
-if said attacks are not fast, do you have HA and do these attacks offer large of a gap in your favor with a trade?
- Do said attacks offer a mix up that is more than a feint into GB?
-do you have strong counter options that are relatively safe and easy to pull off?
- do you have strong survivability built in or obtainable via perks?
-do you have strong punishes? (Including GB)
I think these are the biggest considerations. The more you can answer yes to the above questions, the stronger the character is. For example: conqueror can answer yes to every single question except HA. That makes him one of the strongest characters on console. On the opposite end you have peacekeeper who can only really answer yes to fast attacks and mix up options but nothing else.
Also sorry if I missed one. Please also note a couple could probably move up or down a spot. I did this in about 10 mins lol.
Sorry but nope. As Veteran with over 600h i can say tiers after ccu.
Im talking About Duels/Brawls
S Tier- Cent, Highlander, Bp , Conq, Goki, Shinobi, Berserker, JJ, Nuxia, Warlord, Warmonger
A Tier- Warden ,Glad, Kensei, shaman(She should be S tier cuz her 300 ms visible bleed) Tiandi, hito, Jorm(To much punch stamina drain spam)
B Tier- Raider, Aram(He still can do his 50/50 faints lights yet ya can react to it) Valk (She is good but her shield bash have insane tracking) Shaolin(He is good on good b tier place) Zanhu, Nobushi (After ccu she can finally do something)
C Tier Orochi(Well dont get me wrong After he got unblock and ccu he should be b tier. PeaceKeeper well...hher dagger should be ractable but she can still win something. And last Lawbringer
well nuxia can light spam ya plus traps and can do 130 dmg in first combo when we add latency and ccu
And Hito? Well maybe my bad she should be b tier but something is wrrong with her parry frames on charged heavy

shinobi is actually deadly after ccu hard to counter in duels
And no lawbringer is c tier
I feel like perhaps you attained a PC GM spot by either light spamming or using meta heroes.
On PC, it's easier to defend and so heroes like Shinobi are just useless. Thinking he's S tier definitely makes me question how you play.
Luckily next gen is upon us and upgraded console for honor looms near.
