But, where would all the guns come from in London?

Outstanding suggestions. That would make one hell of a TheDivision game, but... Massive will be developing it.
TD3 will make the same mistakes TD2 did. They didn't learned a damn thing from the 1st game & they won't learn anything from their 2nd attempt.
Unfortunately, we'll be going through the same experience all over again. I for one will buy it 1 year after release, at least.
Sorry but I've been stung twice by this franchise so I have little to no interest in the third iteration of this game that's currently in progress.
If I find that the game has been released at the end of a 6/7 year development cycle, has been thoroughly and rigorously tested to eliminate every major bug, and is being released with all content 100% finished on day one, then and only then will I consider trusting this company with my hard earned money again.
Just to clarify, there's no such thing as games as a service. A game is a product, not a service, it always has been and always will be. This is simply an anti consumer, anti gamer BS term coined by the gaming industry to try and convince people to accept paying up front and in full for an incomplete game, with the promise that they'll "finish it later". Both TD1 and 2 were released in pre Alpha stage both in terms of content and quality, and I was stupid enough to buy both at launch, and I have no one but myself to blame. I will not be buying the 3rd (unless the conditions I've stated above are met of course, in which case I'll be happy to part with my money).
Only when games share the same runtime etc one could speak of games as a service. But I doubt vendors will ever share this IP :-)
Not gonna happen.
