I have the same issue, the spoken stuff, either bagley, sabine, or even radio in the car, is like it is playing underwater or in another room, it is extremely muffeled, even turning up the volume just lets you hear it but very unclear
Update, I ran a troubleshooter on my audigy FX through windows 10 and it seems to have fixed the issue

I could hardly hear any radio audio. I really think we should have separate volume controls for background game music and volume of the radio. I also see weird behaviour when I quit to the Main Menu, where I have to wait around 10 seconds before any of the menu controls become active. The UI certainly needs refinement.
