TU 11 is bringing a new set and brand, but FB and FI still locked to raid.
Backs and chests, of course.
I can already hear some of you groaning and rolling your eyes, but it's a valid point: With the raid no longer being the newest content, and additional gear being released, has locking the chests/backs to the raid served its purpose and should now be released?
Note that I don't mention the exotics. I don't think that's a fight I can win, and arguably the exotics DO have value to the raids that the sets don't. While the sets arguably have more value to the game as a whole by being more accesible.
I know this is sort of an old argument to rehash, but I feel the new content and new gear paints things in a new light.
What do you guys think?

Does the value of added incentive for doing the raid(a single instance of a single niche game mode) benefit the game more than the additional activity that would be generated by players farming the chests and backs in ALL game modes and instances?
The raid's primary draw is the difficulty and satisfaction of defeating "the hardest content in the game", and the exotics which can't be found anywhere else.
The rest of set pieces can drop anywhere, except for the half-measure of the chest/back. Making it only a weird halfassed incentive.
In my mind the benefit of keeping those pieces exclusive doesn't add up to much. And allowing players to get their hands on them before the raid might actually make their builds stronger for when they actually do decide to go for the exotics. The alternative is...what? Some sort of weird consolation prize for raiders that didn't manage to get the exotics to drop?
Honest question from people who have completed the raid: Are you REALLY going to feel like your accomplishments in the raid are diminished because someone has a set backpack or chest? I could understand about the exotics, even if I don't agree. But the sets? That just doesn't seem to be as important.
