MASSIVE RNG.
You have;
- Brand RNG ( Needing to Get the Brand you want )
- First Stat RNG
- 2nd Stat RNG
- 3rd Stat RNG
- Mod Slot RNG
- Talent Slot RNG
So with the Exception of Brand RNG - the player has to wish to luck 50 - 80% of the Attributes of a Gear roll in their favor because they can only ReRoll 1.
For some Reason the Developers keep saying, "You need to Optimize your Gear!!!!!" With Gusto!
I am sorry Developers - but it seems it isn't apparent to you, while Painfully obvious to the Rest of the World.
You can't "Optimize" RNG. You can Optimize Farming, but you can't some how "Improve your Luck" Unless you cheat.
Warframe is a great example of RNG Done Right.
While Warframe has Thousands of RNG items on a loot list. You don't need to worry about "Bad Stats" all stats start out initially bad but players can upgrade them through farming the materials they need.
Division 2 on the other hand has a decision of course to find Worst Possible Alternative Route - and make a Crafting Table that is useless to players.
I imagine the Round Table Conversation Went Something along the lines of,
I imagine The Team when someone said,
"We Want Ideas for Crafting and said, "There are no Bad Ideas" - they really meant it!
This begs the question why is this important?
While doing runs today for time trials. I am doing a Billion damage and my team is running at 200 million.
Unlike Popular Belief Skill means very little in this game. It is 95% absolutely meaningless.
My team was good. The only thing my team suffered from was PISS POOR RNG SYSTEM made by the Developers.
Just not having the Right gear could mean a whopping 30 - 50% damage difference per bullet.
Which is why the DMG end game scores are so massively different.
The Game needs a total overhaul on Balance.
The First Step for that is overhauling gear.
1. Where players can Tweak their Gear to be optimal and balanced
2. Where all Stats are Meaningful.
3. Where players can actually use abilities and weapons and not be an either or situation.
