That's odd, I'll chase it up on this side of things with someone in support.
We always encourage people to report hacking/ cheating.

No my friend, they don't care and even if you manage to report, nothing happens to the cheater.
Ubisoft abandoned The Division 1 a long time ago.
The game has several flaws, glitchs, bugs and until today it has not been fixed.
It is unfortunate.
I've seen Cheat Engine work in Flash Games, Java games, or for mobile, it's embarrassing to know that The Division 1 accepts changes via Cheat Engine.
Several times I, my friends, acquaintances from other countries, report who uses RPM, and nothing, they continue using, using, and nothing.
We report racists, xenophobes, and nothing too, and we still see Ubisoft pretending to care about black people, making posts on a social network lying in the face of a stick, and within the games, we are sculpted, cursed as "monkeys", " **** Brazilians "etc ...
Ubisoft, Activision, Rockstar Games, all communist companies, which only aim at the profit and exploitation of their customers.
They finance terrorist groups and are still said to be against racism and fascists.
Justice will soon punish these companies, a major operation to come.
lordavk33, the first paragraph had some valid points. They did announce well over a year ago that there would be no new content or additions to the game including bug fixes I believe. Yes, there are some that remain such as the "pre-stagger" from grenadiers on Legendary missions. Cheaters, I don't know. I quit the DZ long ago but I have heard from countless friends that play it that it is completely over-run. But, again, they have discontinued development quite a while back, presumably to finish up on TD2.
The rest seems like a completely unfounded rant. I won't debate politics or affiliations. Partly because I don't know, but mostly because I don't care. But, if you truly believe what you wrote, then just choose game vendors that you like if you don't like Ubi. Affect change with your wallet...
