It is sort of lazy but the recycling of content (missions and strongholds) actually feels alright, to me. Whilst I found the Div. 2 missions unmemorable on the whole (esp. compared to Div. 1's missions), the BT versions give them a slightly extended lifetime. There are far worse things they could have done; imagine if they'd left the world empty after hitting WT1 with nothing 'new' to follow on the from the storyline?
Give it some time and hopefully you won't mind the BT so much.
*It was pointed out to me on here that when you want patrols they won't be there, when you don't they'll be everywhere!
