So let's put things in perspective here, in reality, it seems in my experience so far, to get good drops, you need 1, to be on a high World Tier status, 2, very advanced weapons and gear, and 3, a hell of a lot of luck even then. Even when I dabbled into replaying Grand Central Station on WT5 Legendary, the dozen or so drops I got from the first two groups of enemies until one no-clipped into a wall breaking further progression, were mediocre at best and actually substantially lower in gear rating than what I had.
So this tells me irregardless where you get your drops, without the multiplier of Global Events, once you get to gear rating 250 or so, they are generally going to be lower rated. At best you're going to see better set pieces. This means the game is far more of a grind without GEs any way you look at it. I can see how those whom sold their souls to the game, putting in all their leisure time and now have decent stuff already, would like playing it, because that's the only way you can enjoy all it's features, but to the average gamer, it comes off as an annoying, repetitious grind.
The game just has some horrible design choices. Lets say you FINALLY get all pieces of a pretty good set, and now want to max it. As Bambihunter just admitted, some sets can take a LONG time to fully acquire. Furthermore, unless you have that GE multiplier, chances are you're going to have to spend quite a bit to max it. Worse yet, the horrible crafting, optimizing, etc systems won't even tell you what exact stats it will have after dumping all those resources, Div Tech, and credits into it. Such things should NEVER be left to luck, especially after a very long grind to get them.
It's a shame because the level design, graphics, atmosphere, and even story are pretty immersive, but the RPG mechanics, the thing that everything hinges on in a deep RPG game, is just a crapfest. They put you on a ridiculous wild goose chase, then have no clue how to reward you for it once you finally find what you'e looking for.
