I've got almost the same problem of everybody but me I've got the game but i've been charged twice and i have only one order.... ubisoft told me it was because one unsucessfull transaction has been made so one of them is pending and we have to wait 7 buisness days to get our money back.. I'm very dispointed of this situation and also if we wait 7 days to see if we get a refund and ubisoft stop to fallow a case after 4 days how can we get back to them. I hope they will be gentle with us because it's not fun at all...

Same here, charged but game is not accessible. Money taken, but game is not listed in my games tab.
Same issue. Purchased through the UPLAY PC app store today 3/20/19. Went through fine and was charged. It shows under my orders but i haven't received a confirmation email and it doesn't show under my games. I do not have a hidden games tab.

Same issue. I was charged twice for the game on my bank account. Uplay store shows 1 purchase of the game. Game is not in my Uplay library even after reinstalling it and closing and reopening it every hour for the past 5-6 hours.
Its working for me now. So thanks to whomever fixed it.
