It would've been nice to have a look around though.
Usually when you have some building or location and can't get there it means......don't hurry, soon a cool mission will be there! Go around! But if big and beautiful building exists in open world game - for a reason! Either the mission will be either the entrance to the building should be found. And the entrance may be not so close to the bulding.:nonchalance:
You used to be able to get in (thanks to an exploit), but they patched it in June, AFAIK. I'm not sure why they bothered to fix it. There is not much there.

Because of sloppy game development. You cannot access St. Francis Veterans Center even if you leave Dutch's island early and go there before starting Jacob's main story missions.
After you beat Jacob, there is no reason to block you. Even if "Only You" is blaring from the loudspeakers, you can destroy them with a ranged weapon, which should remove the psychosis (the same way you destroy the speakers in the "Only You" mission when you kill Jacob) so you should be able to get in, but logic and sensible storytelling were never among the planned features of the game.

"Only You" is in rotation on KLASSIC SLAM FM aaaand... nothing happens when you listen to it in a car or next to a Resistance vendor.
Now who's taking things at face value?
If you can't suspend disbelief then why even play video games or watch movies etc at all?
Go watch a documentary and stop spoiling fantasy escapism for everyone else...
I can suspend disbelief if the offered story is coherent and does not contain glaring plot holes that yank me out of my "suspension of disbelief".
By the way, who appointed you to speak for "everyone else"?
PS: "escapism" is supposed to mean "activities or entertainment that help you forget about bad or boring things for a short time". The nuclear ending does not really fit in with that definition, does it?
I could come up with theories to explain these gaps in logic, like "oh, the entire story was a Bliss trip, the Rook fell into the Bliss infused water, and in reality they have never left Dutch's Bunker", but I'm not sure a "Bobby Ewing's shower dream" resolution would be much better. :P

To whom it may concern.
I have been able to get into St Francis multiple times, it is not hard to do, but there is a catch.
You can only do this method once during a game.
You can repeatedly get into St Francis but once you kill John Seed, then you can no longer get into St Francis.
I did it several times to verify it works and wasn't a one time glitch.
How I did it,
At the end of finishing John Seeds region, After you have met him at the church in Falls End, you have to travel to John Seeds ranch in the back of a turret gun truck.
When you get to the ranch, kill a bunch of bad guys, you then run into the hanger to get into a plane to chase down and kill John Seed in his airplane.
Till now everything has been normal play.
Here's where you break from the game script so to speak.
Once you are in the airplane to chase down John Seed in his airplane, instead, don't chase John Seed, instead, fly directly to St Francis.
You will be able to enter St Francis.
It's a long flight to St Francis, just fly directly there. Do not die while doing the long flight to St Francis. (this is the hardest part)
You cannot die while flying to St Francis, if you do die, I think St Francis will not be open/available, (not sure on this)
extra tip: To get into the room at St Francis, land on the roof and jump down to the balcony, Landing on the roof is risky cause you might crash and die.
Or... Once at St Francis, in the front yard, do gun-for-hire of Adelaide Drubman with her helicopter (if you have defeated Drubman Marina), you can then use her helicopter to land on the roof of St Francis.
Summary, rather than chase John seed in is airplane, fly directly to St Francis, do not die.
Like I've said, I've done this several times, in hard mode and in "infamous" difficulty, each time this worked.
There is nothing "special" inside St Francis, It's like it's an unfinished cult outpost, "unfinished" meaning just wasn't incorporated into the game!
