As addressed above is it normal for my toon to stagger before even grenade exploded or thrown, just the red indication of the grenade being thrown is staggering me.

Nah, it's a sync issue.
It's been like this ever since 1.6 hit the live game.
This has been the case ever since the first legendary missions were introduced and i believe it's intentional. Enemies with grenade launchers on challenging/heroic don't stagger, only legendary.
its not even a sync issue, its a poor mechanic to make things harder. Definitely intentional, 100%.
even though they've said "they're looking into" that issue or it will be "passed along"
Im just saying if it were a sync issue then it would happen elsewhere or even in Legendary from the guys who just throw grenades but it doesnt, it only happens from the Grenade launching guys and its 100% of the time, so either we are 100% of the time having syncing issues the second they launch the grenades or its just a poor game mechanic from a group of devs who struggle to make content harder without adding a ridiculous element to it.
Definitely a bad combat mechanic to increase difficulty, sorta like the 1.3 days when difficulty = super bullet sponges.
It's annoying and more importantly, just plain lazy.
And why can't OUR shotties shoot halfway across the level?

I think it is more along the lines of a client side prediction issue than a "de-sync" type sync issue - you do see the same type of bug in certain other explosion effects i.e. one of the GE modifiers - or its possible it is just poorly sequenced events in the programmed order.
Whatever it is it is annoying and IMO should be fixed - especially as with the stagger you often then encounter the recently reduced movement turn cap resulting in odd things happening along with it like being pushed over cover you might try to take cover behind, etc. both of those should be changed for a better gameplay experience.

Yep it's an annoying problem that they have no intention of fixing. :(
