Yes. 60%
60% cap does not include Pulse.
Cap can also be exceeded with DeadEye.
Edit: Pulse won't get you past anymore. It use to.
Unless they changed it, Pulse won't get you past 60%. Only exception should be DeadEye.
My bad guys, Pulse is included in the cap. Corrupt is right.
You use to be able to exceed it and Pulses use to stack at one point too.
