It looked like you got the block off in time, but maybe his attack was further ahead than what was showing on your screen. Do you play on a TV or a monitor because TVs have a lot more input delay.
You lowered your guard at the last second. I can see your chars hands drop RIGHT before the raider smacks you. So either your thumb shifted slightly or you inputted an attack OR, as I'm guessing you're going to say, The game auto dropped your guard? Not sure what happened tbh, how often is this happening?
There is a gear stat named "block damage", usefull for attacker. If the attacker is blocked, the defender still get some damage. THe defendant can counter it with block damage resistance.
Are you using an assassin? I think the limited block applies also to the input, not just to the action. So, if you buff the input for too long it will "consume your block timing", even if you're not blocking. But I'm not sure this is the case.

Well then, there are classes that damage through block. Raider comes to mind.
And PC have some control issues... it happens mouse block snaps back to the last position (lets assume you are blocking left, you move mouse right, guard goes right, but snaps back to left, annoying stuff).
And there is also lag. While you see your block up in the right position, it is still too late for a hit. No matter what they tell us about their "superior" sync p2p. It was proven more then once there is a lag of at least 100ms even on perfect connections. That 100ms is not much, but enough to create the ilusion your guard was up, but actualy was not on time.
