I'm assuming that I have to have other people playing Survival PvE in order for me to play, right? Every time I've tried the "matchmaking" takes longer than I'm willing to wait.
Have I been too impatient or do people no longer play it?

I use Clear Sky/Lexington as my frame of reference...when it feels like it's taking much longer than that I stop matchmaking and do something else.
When? What time of day or what day of the week? Is there a preferred day/time to play Survival?
EDIT: I know Clear Sky/Lexington are the more popular missions and probably are a bad frame of reference...
In the title you have put PVE solo but then matchmaking in the article. You do know you can go in solo without having to matchmake?
You don't have to matchmake matchmake to play Survival. You do have to matchmake for a lobby, though. Or in other words, find an open lobby with 23 other players, or however the amount will be.
Game Finder > PvE. With this, you are now queuing for a Survival match without playing with a squad.
I play the game solo all the time. Just be warned that you may see groups of people when going solo.
Someone stated that the 1.6 patch whill allow you to play with less than 24? is that correct? If so that's exciting.
You can join a Survival queue from anywhere so can continue LZ boss farming or whatever but you do go straight into Survival once a game is found unless you cancel during the 5 sec countdown.
On the map select the Terminal, matchmaking, Survival and gamefinder for PvP or PvP.
