Underground Not accessible
I've owned the Season Pass since launch day/ day one launch of The Division. I have complete the pre requisite mission and was told to report to the TOC/ new underground Base of Operations. I do so, arrive at the "elevator" and I cannot interact with the switch/ button. A message above the switch tells me I need the DLC. I then about-face and walk up the stairs to see a mob of people standing in front of the in-game GUI. Speaking with some, they all reported the same issue: Season Pass owners and the in-game GUI tells them DLC not installed/ Underground not accessible. Same problem I have. I have tried logging out, log in to UPlay, which does not work...(stuck in a loading page in my web browser), and restarting the game.
Same ****, different day. Does anything ever go smooothly? It is absolutely ridiculous enough that the company "sold out" to Microsoft and made the rest of the community (PS4) have to wait an extra month....and now, we cannot even access it on day one of its launch.
At least Bungie (Destiny) gets their crap together for an expansion release.
Not a good track record, since this game has launched and while I and others, I am sure, applaud the company for patching, really, that is something that is EXPECTED for any person/s and/ or software developing company: software life-cycle support. So, I cannot even say that is being done right, because that is a "given" and doesn't apply.
Someone needs to take charge and do a little staff "reorganizing" over there, as this is just unacceptable anymore.

Haven't experienced this.
I have been playing since launch, but I never got the season pass. I followed the mission after the 1.3 update and got to underground where it said I needed dlc. I got DLC and downloaded it and have had no problem.
Did you try opening the PS store and making sure the dlc was listed as purchased and/or installed? I haven't had nearly as many problems as some people, though.
