I was given a physical copy of AC4 for PC around Christmas time and when I started playing I saw that I was only getting around 25 fps on normal settings. I've checked multiple sites and they've said i should be getting a 45-60 on high. I don't know why this game runs so bad and other games that are more demanding I can play at around 60. Is there anything in the game files I have to change or any 3rd party programs I can run to fix this because I really want to get into this game without it running so bad. I've been wondering if its because I got a disc and didn't get it on steam or something. Any help is greatly appreciated because, as I've said before, I really want to play this game.

A GTX 550 Ti is not good enough for anything higher than normal settings at 30fps. Your CPU is strong but your GPU is weak.

Okay, then how come even on the lowest settings AND a low resolution, it still won't go higher than 30. My card can't be that outdated, can it?

The game isn't very well optimised on the CPU threading side, even the PS4 is locked at 30fps. If you have v-sync off then you should get over 30fps in, since the game has a soft 30fps lock on when v-sync in enabled. Your 550 Ti is a bit weak but as said, you should be able to play it on normal settings.
