Siren can play creatures of any class.

You can't have a hero which can play every faction's creatures. You would just get Wolf Captains, Decay Spitters, Tainted Orcs, Sayama Stalkers, etc... Each faction has a few incredibly strong creatures. If you let 1 hero use them all it's gonna be insanely broken.

This is just bad. Its like, how can I make the most overpowered hero ever?

Here is an attempt to balance it, but I don't think its possible to balance this.

Siren
Class: Neutral
Hp: 18

Starting Stats: (2/1/0)
Fortunes: Neutral Only

Siren may play creatures from two factions. Her ability restrictions and spell schools will change depending on the factions chosen. These restrictions clear on Siren's hero card when she is played

Global Restriction: Siren may not play Unique Creatures from any faction, but may play Unique Neutral creatures.
Necro: All non-Necro, non-Neutral creatures played by Siren come into play with 1 crippling counter. Siren gins access to the Dark School.
Inferno: All non-Inferno, non-Neutral creatures played by Siren cause you to discard a card of your choice. Siren gains access to the Fire School.
Stronghold: All non-Stronghold, non-Neutral creatures played by Siren gain the ability "Deal 1 damage to your hero when this creature attacks". Siren gains access to the Earth School,
Haven: All non-Haven, non-Neutral creatures played by Siren come into play with 1 less maximum health. Siren gains access to the Light School.
Sanctuary: All non-Sanctuary, non-Neutral creatures played by Siren lose "Flying" and may only be placed in the melee row. Siren gains access to the Water school.
Academy: All non-Academy, non-Neutral creatures played by Siren gain "Magic Sickness" and receive 1 additional damage whenever a spell damages the non-Academy, non-Neutral creature. Siren gains access to the Prime and Air schools.
