Ships Are Not Added to Fleet

Hi

I'm unable to add ships to my fleet, I've unlocked a lot of new docks hence having a lot of available slots for ships.
When I've boarded a ship and won the fight, I get the option to add the ship to my fleet. I click that, and then proceed to my cabin to check my winnings, but there are no new ships to be found.

Am I doing anything wrong? I was not able to find others with this problem.

I read the fleet is connected to an external server from the game, for some odd reason, so I've port forwarded, same issue.

On a site note, I have just discovered that I have 2 Uplay accounts with my AC licenses spread across.....
Is it possible to merge them or am I forced to have 2 accounts? This is really annoying....

This is my uplay account which contains my Black Flag license if that helps.
