The packs which you can only buy at the moment with seals. There is a small chance that you can get a hero in one.
Or the Herold of the Void-Box.
Alternativ you could also try to get them from the Emilio Packs but the chances there are even smaller because they can contain every card from the game.

You can also play in Swiss tournament event and win Herald of the Void ( or Emilios) packs there.
