Chances of cards dropping

I am interested in the necropolis cards from the expansion, but before buying a booster box, i need to ask : Are chances of dropping equal for all cards(so there is largest chance of getting sanctuary cards), or you have equal chance to encounter any faction, so you have equal chance to get a sanctuary, inferno, neutral cards etc.

VR packs are not worth buying for necropolis. Most of them contain sanctuary stuff.

As for the chances, I think all cards have the same probability, so you will more likely get Sanctuary cards, since there are more of them.
