Sound - Voice/Speech

Can someone please help? I have checked the options and the "Voice" - "Speech" control is on 10 and I still can't hear them talking but I see their mouths moving. Does anyone know how to fix this?

Providing some more detail might help. Are you on Steam? What soundcard do you have? Have you updated your drivers? Have you tried uninstalling and reinstalling?
