Something on the side Help

Hello,

While playing "Something on the side" i cannot catch Thomas Hickey.

I've tried it around 30 times with no luck!

Any idea's?

In my game, he got stuck in a doorway, and I tackled him.

either i get caught by the guards or a couple of times i just end up chasing him for 10 minutes and then give up
