I don't think I know what you mean.

The guards may have an attention problem, but I don't know what you mean about amnesia.

Well... it's the mechanic of the game really. The things you do build notoriety anyway, to increase guard awareness of who you are. Without that they have no reason to be suspicious of you.

It would be kind of stupid in my opinion if the guards were unable to ever forget what you were wearing and looked like. Would make alot of things pointless in game lol

I'm talking about being on the rooftops, and a guard sees you and is like "You belong down below with the rubble!" and you go behind a wall and he's all like "I must be imagining things."

Oh this. yeah.. that is kind of weird xD I hope they are actually more aware of that in AC III

Would it not be cool for a guard to see you and be like "Watch out! There's an Assassin nearby!" And all the guards would begin looking for you.

Yes, if a guard begins detecting you and you run away he will not remember you when you come back. Just as in any game that features a detection meter.
