Can someone tell me when the effect of Mute actually kicks in?

I often fail to time my Mute right because I don't know when the effect kicks in.

Does it kick in while the bubble spreads out, or after it disappeared?

mute 30-50% of times works, so you need to charge it before 1 second you do your move, and the funny thing you charge it before 1 second and your purser is still being able to use his abilities.

Mute never works while running because the calcuated range is wrong and ubi didnt fix it, 10% of times it works.
