I think it means that.

P.S. about the upper writing i'm not really sure

It is the flag of the German Volga Republic. In Catherine the Great's time many Germans where invited to settle in Russia. A large number settled along the lower Volga River. During the Great Patriotic War, they came under suspicion and many, if not most, were exiled to Siberia.

The top lines are RSFSR for Russian Soviet Federated Socialist Republic in Latin and Cyrillic letters.

The lower lines are ACCP (Cyrillic)= ASSR (Latin), which stands for "Autonomus Soviet Socialist Republic." So, it is in English: "The German Volga ASSR" repeated in German (Wolgadeutschen) and Russian (Nemtsev Povolzhia)

Povolzhia means: On the Volga or From the Volga, and Nemtsev is a form of the Russian word for German.

Interesting, found some stuff. Looks like the soviets held entire families in the gulags at hard labor for an extra 10 years after the war ended. Looks like the old (Communist) flag of the Kaliningrad Soviet area.

CORRECTION: it isn't and Snuffy smith is right.
