I've never purchased computer parts on eBay. When you purchase from a retailer, like NewEgg, you do get assurance that the part is not damaged and if it turns out to be damaged, the retailer will usually exchange it for you. Will an individual on eBay do the same? I'm not saying that sellers on eBay are all bad, quite the contrary, but buyer beware.
