The game does not have the ability for you to "call" one in. Perhaps you can locate a friendly base somewhere between your position and homeport. I can't remember if Thalia (Cadiz, N?W of Gibraltar) is available that late in the war.

Are you using GWX, fipflopjd?
If so, press F1 and select refueling for a list of milkcow locations during various periods of the war.

I've successfully extended my fuel use by submerging, at 1/3 speed (actually at just over 3 knots, as fast as 1/3 will go, without going into Ahead Standard) and staying submerged until my air hits 50%, usually 19 hours or so. Then I surface only long enough to recharge my batteries, a few hours, then submerge again.

Very tedious work, but it really maximizes your fuel use. In a VII, I can go from Brest to the Caribbeans, up to Norfolk, and back to Brest, with several thousand of kilometers of fuel left.
